I assume you're talking about SF2 - you posted this to the wrong forum, the SF2 general board (now moved) so best I make sure.
If so, then I believe you are situated in the UK, right?
That means if you have SW only then the copy protection is probably starforce, which last anyone checked doesn't work well with Win 7. Try the advice Aeos gives here.
If you also have DS installed then you will need to try patch 2.01, which I am told does not include CP. Do not use this patch if you only have SW.
BTW, for the record, Win7 is not officially supported.

That file isn't game-specific. Probably best that you simply type the file name into a search engine, like google, for advice.
I can't say you won't experience more problems cuz you're right, the game doesn't support a 64 bit OS either. Maybe searching this board for others with Win7 problems would help if more problems crop up but I don't use it so I'm not familiar with it.

Well, you can download that missing file for free, just search for it. You'll probably want to run a registry check, also free and almost certainly linked from the same site offering the file (be sure it's a reputable tech advice site), to be sure that's not why it's 'missing' first though. It'll be much quicker than installing another OS so worth checking first

No problem, just sorry I couldn't pin i down better for you.
Regarding multiple missing files. Perhaps your 64 bit version of Win7 is missing 32bit components? That named file kind of hints it might but it's just a guess... while I have a 64bit version of Vista, I never bothered to install it so I don't know what it includes as standard. When all the games I own run fine on the 32 bit version and a lot won't run well/at all (at least it used to be the case) on 64bit I didn't want the hassle.
If my guess is correct then it won't necessarily improve with time because, as you can see, the files are already available. I guess they assume you won't need them and/or it would cost them more to include them as standard. It'd likely still be much quicker to get all those files than switch OS but obviously it's up to you. Hmm, have you checked the MS site for info? Could be worth a try.

i hear what ya saying but it took me 3 days too try and get the game too work on windows 7 and i couldnt get it working, it took me an hour too change os and re-install the game, then 10 mins too find another download for the game *starforce update* and the up too date patch. so for me it was alot easier too change os.
i do belive ur right that windows 7 does not hold any 32bit files, however windows vista does, people are saying that windows 7 is good, i agree but vista is still better in some ways.

Please attach a Dxdiag like explained in this link.

Plus you should check that thread to see if there's any info there that could be useful.

More info
I have the version of the game released to the USA. It ran fine on my old computer. I now have Vista 64 bit. If I try to run it it says you need to run this as administrator. If I do that I get a security popup saying the program needs your permition to continue. I click ok and I am back to the desktop. The program just closes nothing elce. I installed the patch and get a "This application has failed to start because pcre3.dll was not found.

That happens due to the Vista UAC (User Account Control) which is turned on by default. As stated in the link I pointed you before, you have to run the game with administrator rights. Now once you've done that if the game still doesn't run then there's another different problem. Try it and then post again.
In the meantime, you could also update your video and sound card drivers, considering they're one year old. If the game still doesn't at least start running, you should uninstall, restart the pc and remove all remaining folders that uninstall hasn't cleared. Then reinstall the game and give it a try. You should also patch the game to 1.02 prior to running it for the first time. The link for the patch is in the sticky thread above your post.
